As a result, the BCCI decided to stage the league’s second season away from India. The BCCI officially announced on March 24, 2009, that South Africa would be the venue for the IPL’s second season. The format of the tournament remained unchanged from the 2008 season, even though India was not hosting the second season.

Although the four allowed in any playing 11 remained the same, the amount of international players allowed in any single squad was increased from eight to ten. The 2009 tournament franchise salary cap was increased to US$7 million after the franchises were approved by the IPL to spend an extra US$2 million at the auction. To allow English cricket players to play in the tournament, the BCCI also negotiated with the England Cricket Board (ECB). During their tour of the West Indies and their return tour, English players were allowed to play for 21 days.
The IPL invested approximately 100 million USD in South Africa’s local economy. The BCCI and Multi Screen Media also signed a deal worth INR 82 billion for broadcasting live South African matches to India.
